I also noticed you posted this under Android, to help narrow down the issue:
- What exact error code or message do you see in OneNote?
- Are both accounts personal Microsoft accounts or is one a work/school account?
- Are you trying to transfer notebooks from the old account to the new one, or just sign in and sync?
- Does the issue happen only on your Android device, or also on OneNote web or PC?
In the meantime, if you haven’t already, please try to completely uninstalling all Office/Microsoft 365 apps on the Android device, then reinstalling them before signing back in with the licensed account:
- Remove both accounts from OneNote and other Office apps
- Uninstall all Microsoft 365/Office apps
- Restart the Android device
- Reinstall OneNote from the Play Store
- Sign in first with only the licensed account

If it works on the web but not on Android, it may point more to an app cache/token issue on the device.
