How to create a billing account tied to my organization?

I can't create a new identity in Azure Artifact Signing for my organization because "This subscription cannot be used for organization identity validation as the billing account type associated with it does not indicate ownership by an organization."

Now, I can't figure out how to create a billing account type which indicates ownership by my organization.

I'm at a loss here. Any help would be greatly appreciated!

    To create a billing account that represents your organization:

    1. Sign up for a new Microsoft Customer Agreement (MCA) at https://azure.microsoft.com using your work email (not a personal Microsoft account). During signup, enter your organization's legal business name, address, and tax ID — this becomes your billing account identity.

    I think fix is just using a sub under an organization‑owned billing account, and making a new one from an Entra org account usually gives u that setup. u can also move ur current sub into that org billing account if that fits better.
