Partner Center identity verification rejected with no Fix now button and no support workspace

We are trying to enroll in the Microsoft Windows Hardware Developer Program, but the Partner Center Legal Info verification is blocked.

Current situation:

  • Legal Info shows: Identity verification rejected
  • There is no “Fix now” button
  • There is no “Resolve” button
  • No rejection reason is displayed
  • The Hardware Developer Program workspace has not been created
  • Partner Center Help + Support cannot create a ticket because the Workspace dropdown is empty
  • Windows Developer Support / Ask Copilot also cannot be used due to a tenant sign-in error

This creates a deadlock:

  1. Identity verification is rejected.
  2. There is no self-service action available.
  3. Hardware workspace is missing.
  4. Support ticket creation requires a workspace.
  5. Therefore, we cannot contact support from Partner Center.

We do not want to share company registration documents or certificate details publicly.

Could Microsoft please advise the correct escalation path for Partner Center identity verification when:

  • Identity verification is rejected,
  • no Fix now / Resolve button is available,
  • and the Hardware workspace is missing?

We need a way to reach Partner Center account verification support or request a reset of the identity verification workflow.
