From my knowing in Mac, a cloud with arrow icon symbolizes for online-only files in Finder and when the file is downloaded locally, the icon is removed. However, the Lions Club file is showing a cloud icon without arrow which is a strange behavior. I have researched through Microsoft product help and other official information sources but up to now, there is no Microsoft help article or announcement found addressing this specific issue or confirmation about an incident/bug occurring.
Based on your sharing about the situation, I suspect this looks like a compatibility/regression issue between OneDrive and MacOS File Provider on the Tahoe Mac given that the Sequoia one is working fine and the failure appears inside Finder-backed save/open browsing. Restarting Mac helps reset the processes involved in the Finder's cloud file and the OneDrive sync client state and also helps proves the culprit is highly due to a stuck OneDrive state on your Tahoe Mac.
I suggest trying these steps to narrow down the situation:
1/ Ensure the folder is downloaded locally
- Right click the folder Lions Club (or its parent folder) and choose "Always keep on this device" then wait until the download process finishes before using it to see if it works properly now.
2/ Unlink and relink OneDrive
- Click the OneDrive cloud icon in your Menu bar > Help & Settings > Preferences > Account > Unlink this Mac
- Press Command + Space to open Spotlight > type "keychain" > choose Keychain Access > search for OneDrive and delete the OneDrive Cached Credentials if it exists.
- Use Spotlight to open OneDrive and relink it to see if the issue persists
3/ Reset OneDrive if unlink/relink doesn't help
Note: Resetting your OneDrive will remove all local content. Please back-up your file carefully because anything that isn't synced to the cloud can be lost.
- Open Finder and go to Application
- Right click OneDrive app > Show Package Contents > Contents > Resources
- Double click to run the
ResetOneDriveAppStandalone.command(or similarlyResetOneDriveApp.command) - Launch OneDrive and set it up then test again to see if the issue persists.
