I got hacked, and Microsoft is making it impossible to recover

Microsoft admins, ANYONE, please help.

I was a victim of a phishing attack, and my gullible ass fell for it, and the hacker was able to get into my account and completely remove me, as well has replace the email linked to his own - ******@pvp.gay.

I was able to get back in, but any attempts to remove him from my account are met with a "Help us protect your account" screen where a verification code is sent to HIS email.

I started a security info change, but its going to take 30 days, and at any time he could log in through the alert that was probably sent to his email and cancel it, then increase the ransom.

the attacked Microsoft account email is ******@gmail.com, and im trying to set the new recovery email to ******@lolgames.org.

I need some elevated help please, because ive tried all other methods, and nothing is working.
