Outlook Newsletters - Engagement functions

I've recently created an email template for the workplace. I'm required to list the edition as private visibility, however doing this has disabled the engagement features (reaction and comments) even though I've indicated I want them included. Does anyone know why this is?
They reappear when I set the edition visibility to Unlisted, however I need the newsletters to be Private. Thanks

    I understand your concern. When a newsletter edition is set to Private visibility, Outlook applies stricter access controls so that only explicitly addressed recipients and newsletter owners can view the content. As part of this restricted experience, engagement features such as reactions and comments are automatically disabled, even if they are enabled during publishing.

    Subscriptions and engagement are both affected by Private visibility, therefore, private goes further by locking access to a defined recipient list and disabling multiple interactive features.     On the other hand, unlisted is not the same as Private. Unlisted simply removes the edition from the organization's Explore directory; any authenticated user with the link can still view and interact with it.
