In Microsoft Lists and SharePoint Online, the “Associated files” section is a built-in attachments area rather than a regular list field. By design, it is displayed as a fixed section on the default form, which is why it stays at the bottom and cannot be reordered like other fields. At this time, there is no built-in option to change its position on the standard form.
As a supported workaround, you can customize the list form using Power Apps and then move the Attachments card to the location you prefer.

Note: Since you are already using SharePoint, your Microsoft 365 license typically includes the basic Power Apps capability needed to customize SharePoint list forms, so no additional Power Apps premium license is required as long as the form only uses SharePoint data.
Open your SharePoint list or the list in Microsoft Lists.
Choose Integrate > Power Apps > Select Customize forms. This will open the form in Power Apps Studio.
In Power Apps Studio, select the form and choose Edit fields, or directly select the Attachments data card if it is already visible.
Move or reorder the Attachments (Associated files) data card to the position you want within the form.
Save your changes and publish the form back to SharePoint.
Return to the list and open New to verify the updated layout.
Please note that it may take a short time for the changes to appear. If the old layout is still shown immediately after publishing, clearing the browser cache or refreshing the page can help.
