Person with view permission able to change the access level for another user

We have created a Sharepoint site and have added only 1 member to it. Group membership which shows on the top right corner has only member, say A.

Now, A created a folder and uploaded a file to the folder and added the following people :

B - Can View Access

C - Can Edit Access

D - Can View Access

What we observed is that D, having been provided View access was able to change the access for B via Grant Access button and changed B's access from View to Edit.

Is this an expected behaviour?

Aren't only owners of the folder or members with Edit access permitted to do access level permission changes?

    Based on how modern sharing and permissions work in SharePoint Online, what you are observing is expected behavior under certain conditions.

    For better assist, please kindly let me know some information:

    • Could you please confirm whether this SharePoint site is a Team site or a communication site?
    • Could you please confirm how permissions were granted to those users?
    • Please also let me know whether the folder has unique permissions or is inheriting permissions from the site.

    Next, please go to Manage access > Advanced permission settings, and use Check permissions to verify what permissions user D currently has on that folder.
