For standard Microsoft 365 distribution groups, changes such as adding a new member typically take up to about 60 minutes before they’re fully active and mail-enabled for sending and delivery.
If the member appears in the group’s membership list in the admin center but doesn’t yet receive messages sent to the DL address, wait at least an hour and try again.
For dynamic distribution groups in Exchange Online, membership is calculated and stored on a schedule. After changes, it can take up to 2 hours for the membership list to be recalculated and available, and the stored list is refreshed every 24 hours. During that window, new members might not immediately appear as recipients when sending to the DDG.
