Hi, how can I get help from Azure support. I have an issue where there are no regions available to create VM's as seen below. But I am unable to contact anyone to assist with the issue

This policy maintains a set of best available regions where your subscription can deploy resources. The objective of this policy is to ensure that your subscription has full access to Azure services with optimal performance. Should you need additional or different regions, contact support.

    Hello Tim Brown

Thank you for reaching out to the Microsoft Q&A forum.

When checked Azure for Students doesn’t include a paid support plan, but you still get free subscription-management and billing support—so you should be able to open a “Regions” support request at no cost. Also, seeing “no regions available” usually means there’s an Azure Policy (Allowed Locations) blocking all regions for your subscription.

Here’s what you can try now:

Check for an “Allowed locations” policy – In the Azure portal, search for “Policy” > Assignments. – Look for any policy that restricts locations at your management group or subscription level. – If you find one, remove or update it to include at least one region so you can deploy VMs.

Open a subscription-management support request – Sign in to the Azure portal, go to Help + support > New support request. – Under Issue type, pick Subscription management → Regions. – Fill in the details and submit. You don’t need a paid plan for this type of request.

(Optional) If the Help + support blade is missing, you can file a request via the web: https://azure.microsoft.com/en-us/support/create-ticket/

Do you see the Help + support blade at all, or is it completely missing?

Hope this helps & let us know if any further questions?

To get assistance from Azure support and resolve the issue where no regions are available due to a region access/optimization policy, follow these steps.

    1. Try an alternative region
    • The message indicates a region access/optimization policy is in effect.
    • If any regions are listed as allowed, deploy the VM into one of those regions.
    • If no regions are available at all, proceed to open a support request as below.
    1. Open a support request for region access (remediation request) Use the dedicated support path for region access issues:
    2. Sign in to the Azure portal using this link: https://portal.azure.com/#create/Microsoft.Support/Parameters/%7B%0A%09%22subId%22%3A%20%22%22%2C%0A%09%22pesId%22%3A%20%2206bfd9d3-516b-d5c6-5802-169c800dec89%22%2C%0A%09%22supportTopicId%22%3A%20%22de9828b5-622d-15db-8ad0-b4fe9590cef8%22%2C%0A%09%22contextInfo%22%3A%20%22Unable%20to%20access%20Azure%20regions%22%2C%0A%09%22caller%22%3A%20%22accessazureregionsdeeplink%22%2C%0A%09%22severity%22%3A%20%222%22%0A%7D.
    3. In How can we help you?, enter region access and select Go.
    4. Under Which service are you having an issue with?, select Service and subscription limits (quotas), then select Next.
    5. Select Create a support request.
    6. Choose the affected Subscription.
    7. In Quota type, select the entry that matches the blocked region scenario (for example, Unable to access West Europe region if that is what appears), then select Next.
    8. Complete the remaining details (business justification, impact, contact details) and submit the request.
    9. Request access to restricted/optimized regions (general process) If the issue is that specific regions are restricted or optimized away for the subscription, use the general region access request process:
    10. In the Azure portal, go to Help + supportCreate a support request.
    11. Under Issue type, select Service and subscription Limit (quotas).
    12. Under Subscription, select the affected subscription.
    13. Under Quota type, select:
      • Compute-VM (core-vCPUs) subscription limit increases if you are requesting normal region/compute access, or
      • Other Requests if you are specifically requesting access to reserved/restricted regions.
    14. Select Next.
    15. In Problem details, describe the issue and explicitly state that no regions are available due to the region optimization policy and that VM deployment is blocked.
    16. Specify:
      • The regions that need to be enabled.
      • Planned VM series and approximate vCPU, storage, and SQL usage, as suggested in the region access request guidance.
    17. Complete the contact details and submit the ticket.
    18. If the policy is the Region Optimization policy If the message is specifically from the Region Optimization policy ("You can create resources in the following regions <ListofRegions> only. For business reasons, if you need access to any other regions, please see the Region optimization article for help."), and the allowed list is effectively empty for VMs:
    • Confirm that no suitable region is available.
    • Then submit a support request in the Azure portal (as above) with a clear business justification for needing additional regions (for example, data residency, latency, or existing deployments in that region).

After the support request is created, Azure Support will contact using the method specified (email/phone) to clarify requirements and enable the necessary regions if approved.
