I am attempting to subscribe to an Developer tenant (https://developer.microsoft.com/), but when I am prompted to enter my phone number to get an SMS text, it gives me this error:

"We're unable to send the code to that number. Please provide a valid cell phone number and try again. MS-CorrelationId: 24293d63-b93d-44c1-b2c1-83978132fb5d"

The phone number is valid and works just fine with other products and services that require SMS/MFA texts.

What is the issue?

    Now Microsoft is saying this:

We can't continue with the signup process for the following reasons:
Your phone number did not pass security checks.
Your phone cannot receive an SMS code.
    MS-CorrelationID: e3627d2e-e876-497d-8183-6331befc5a44
    Code: 40321

Although the dialog indicates that the country code is included via a drop down that proceeds your entering of a phone number, I found that I had to include the country code when entering my cell phone number for it to work. Hope this helps.
