One Drive does not upload pictures from my android that I am manually trying to share to my cloud. I do not have the auto sync turned on because I want to choose what I save in the cloud. I used to be able to do this, but now, nothing happens after I check off the folder I want to save a picture in. I have updated the app. Still nothing. How can I resolve this issue?

Kindly validate if you have enough storage in OneDrive. Do another test preferably a small picture (less than 1MB) make sure to cancel out the stuck upload first.
Note: Do the test using your laptop.
I followed the directions from the most recent answer. This time the selected photo showed as uploading, but it didn't follow through. It's a small file (just a picture) but is stuck on upload. My internet connection is working, and I can upload photos to google drive and email between my phone and laptop.
You need to do quick test directly in OneDrive.

When I have successfully uploaded in the past I have "shared" the photo to the one drive. It will show that the upload is in progress. Now I share it, check off the folder I want it to go into, but then nothing shows that it's uploading, and nothing uploads. I have used many different files and the same thing happens. There's no error message. I've updated the one drive app on my phone. It has permissions to access my storage and camera. I can upload to Google photos but I can no longer do so on one drive.

Can I confirm how do you upload a file in OneDrive using your phone. Is there any error that appears when you transfer? Can you try another file or image to upload and see if it will show the same.
Note: Try another file/Image and select a different folder to put it in.
