Change Default Browser Settings on New Outlook

Hello - according to all of the knowledge base articles, there are directions, but my screens show none of them. I do not have an 'options' choice from the file menu

I also do not have anything under File under Settings that allows for any browser changes for links found within emails.

Can you provide step by step instructions of where and how to make that change?

    This did not solve my problem. As my picture shows, I do not have the File>Settings option. I can't even get to a screen to see IF my organization has limited my ability to switch it.
