If you are using you school account you can't block other people inside your same organization due to the internal communication may be required for compliance, HR, or IT policies. Only admins can restrict this.
You can’t block them completely, but you can automatically move their messages so you never see them in your inbox. To do this, you will need to use the Outlook desktop app on a Windows or macOS computer:
Note : Outlook on iPad/iOS does not support creating rules. Rules can only be created using the Outlook desktop app on Windows or macOS.
First go to Outlook setting, then find Mail then go to Rule. Create a rule , add an condition "from" that user that you want to block.
Then choose "Add an action" and choose "Delete".
Once this rule is set, any email from that user will automatically be sent to Deleted Items or another folder helping you avoid unwanted messages.
