How can I fix a log-in problem, both with Authenticator and with my Microsoft account so I can get access to secure files sent to me by a Massachusetts state agency?

I keep getting the run around with trying to log in to my Microsoft 365 account using Authenticator. A Massachusetts agency seems to be using the same platform and is sending me files but I can’t open them. Every time I’m asked to plug in a code and I open Authenticator a code appears and I then try to use it but it is not recognized.

    Please check the time and date to your phone be sure its updating automatically. Try to sign in as well using a different browser, you can remove your Microsoft account from the browser’s saved credentials and then add it back. If the issue is persistent you can open the authenticator app settings and sync the account manually however if device was recently changed, restored or reset enrolling the Microsoft authenticator as a new device through the account recovery page will help.
