OneDrive file syncing

It depends on how that file is set up with OneDrive.

If the file is inside a folder that is synced with OneDrive (like your OneDrive folder, Desktop, Documents, or Pictures if you enabled backup), then deleting it on your Surface Pro will also delete it from OneDrive and from any other synced devices. It isn’t gone forever right away, though — it will go to the OneDrive Recycle Bin, where you can restore it for a limited time.

If the file is not in a OneDrive-synced location and lives only on your Surface Pro, deleting it affects only that device and OneDrive is not involved at all.
