It could be that you've reached the limit for blocked senders, with is about 1,024. Check how many blocked senders you have created by viewing the list at https://outlook.live.com/mail/0/options/mail/junkEmail. Select the "Blocked senders and domains" here's you'll see there.
Keep in mind that blocking a sender doesn't mean that you will no longer receive messages from that sender, only that messages from that sender should deliver to the Junk Email folder instead of the Inbox. There are other ways to approach this, if you'd like to hear them.
