Can an old account use credits from a new account?

Hi MS Support Team, We have an old account that redeemed credits a few years back. Now we have a new sponsorship for a new project but it's being built with services of an account. Is there no way to use the new credits? Alternatively, can we migrate our services to the new account to use the credits?
