I wanted to share how I solved this because of no documentation anywhere and MS support that was not able to locate the issue.
Apple Mail for MacOS uses EWS.
Apple Mail for IOS ActiveSync.
I was getting error 3 on every macbook I owned for every account of my ORG.
After discovering that Apple mail uses EWS I checked the status of it using Exchange Online PowerShell, turns out it was disabled.
When configuring 365 for the first time Microsoft suggests you to disable it as they are going to deprecate it in a few months, so you’ll probably have to re-enable it through the PowerShell if you followed the suggestion, both for the organization and for every user.
NOTE: Even if the users have it enabled in the allowed apps under the Mail section it could be still disabled ORG wide.
After doing so it will take a few hours to work; if it does not after 24 hrs ask MS support to run a diagnostic on EWS and on every account of your ORG, that should do the trick.
Suggetion: to check whether EWS is enabled for the account and it is working use Thunderbird, which allows to specifically choose EWS as connection method for MS 365 accounts.
