why can't i receive emails in my inbox

I receive junk emails, but no new emails in my inbox since October. I can send emails. This is on my Android phone (I uninstalled and reinstalled Outlook) and my Surface laptop.

    The same here I can get a junk email and send email but I don't get any important emails please help
