Thank you for reaching out to the Microsoft Q&A Forum.
I understand how concerning it is when Outlook won’t open and shows the message that it can’t find your license.
Could you please confirm which license you’re currently using, and whether you’re signed in with a work or school account or a personal account? This will help us better understand what might be causing the issue. You can also refer to this article for more details on which licenses include the Outlook desktop app: Licensing in new Outlook for Windows | Microsoft Learn
If your license does include the desktop apps, you can try the following steps to see if this resolves the issue:
-Repair Office apps: Go to Control Panel > Programs > Programs and Features, select Microsoft Office, and choose Change > Quick Repair (or Online Repair if needed).
-Uninstall and Reinstall Microsoft Office
If your license doesn’t include the desktop apps, you may need to purchase a standalone Outlook license, subscribe to a Microsoft 365 plan that includes the desktop Outlook, or use the free Outlook for Windows app. Please note that the free version has limited features compared to the licensed desktop Outlook: Outlook for Windows - Free download and install on Windows | Microsoft Store
Please understand that our initial reply may not always immediately resolve the issue. However, with your help and more detailed information, we can work together to find a solution.
I hope this helps. If the issue still persists, please feel free to let me know.
