Hi ,you know I cant get into my Microsoft ACC 365 personal for 3 weeks its a battle since I have 2 step verification,can you help.

So I was working on a document and suddenly everything closed on me and I could no longer access my personal Microsoft 365 account .I have tried more than 20 times to get help from Microsoft b ut with no assistance they say my account is blocked because of too many sign in attempts. Ive been debited my subscription but still have no access. Im on 2 step verification the second on does not come to my phone it says "This option is not available now" what the hell I have had this account for years there are work documents and photos I cannot loose .Its easy to say open another one but they keep taking subscription fees for the blocked one or will be. I have recieved mail from them since I am on 2 step ver they say they ignore it it wont help me is this really my situation that I am unable to retrieve this account ever.
