where can I get a windows 11 pro/enterprise iso for Arm based surface pro?

I tried various windows 11 enterprise isos we have at work but none function on arm devices. the only arm installer i could find exclusively installs home edition without options for pro/enterprise. even the recovery images from the surface site said it should install whatever came natively on the device but when i did that it still installed home. i found one windows 11 arm thing in the insider program but that's not even an iso, just a virtual machine image that i can't use.

even maybe a windows 10 pro/enterprise arm iso might be sufficient since i could just upgrade to windows 11 from there presumably but i can't find one of those either.

MUST be enterprise. please don't link me to the microsoft iso page since that's either x64 which is incompatible with arm or it's the home edition of arm which won't work for my business managed device.
