When I tried to bulk invite external users last Friday, this error popped up: "Invitations are blocked for this directory due to suspicious activity. Please contact Microsoft support for help." Since then, we have been unable to add user to the tenant.

Now neither I nor other admins can invite external users anymore with "Insufficient privileges to complete the operation" errors popping up when attempting to do so.

Because we need a system for external partners to log in, but we don't want to add these people to our internal AAD, so we opened this new AAD to do this.

Does anyone know how to solve this problem?

    The error you're seeing, "Invitations are blocked for this directory due to suspicious activity. Don't hesitate to get in touch with Microsoft support for help," indicates that Microsoft has temporarily blocked your tenant from sending guest invitations due to what it perceives as unusual or potentially abusive activity (e.g., mass invites in a short period). Are you trying to invite users above 50 /hr?

    For now, only MS support can assist you. Once you are unblocked, please do the following.

    • Throttle your invitation rate: Instead of sending 200+ invites in one go, batch them (e.g., 20-50 per hour).

    This issue occurred because the tenant was less than or equal to 30 days old and had performed more than 500 email invitations.

    As you performed a bulk invitation of users from an external tenant to your tenant, you encountered this limitation.

    To resolve this issue, we engaged with the support team. They will unblock user invitations for this directory. After that you should now be able to invite users in bulk without any issues.
