In subscription dropdown i don't see my subscription to create a resource group

do you see the subscription in the Azure Portal under "Subscriptions"?
If not, please change the filter in the Subscription view:
If you still not able to see the subscription, it might be because you don't have the required permission on the subscription (at least reader to see the subscription, to create objects you need to be contributor/owner).

I can see the second subscription but when i go to create a resource group the second subscription is not showing up in the drop down
