This may actually be two separate issues. The error means Windows cannot find the OneDrive program file, but the keyboard opening tabs/windows usually happens when a key like Ctrl, Shift, Alt, or the Windows key is stuck or being triggered.
Here are some suggestions you can try:
First, test the keyboard. Unplug any external keyboard, or if this is a laptop, connect a different keyboard and test again. Also go to Settings > Accessibility > Keyboard and turn off Sticky Keys, Filter Keys, and Toggle Keys. If the problem stops, the keyboard or one of those settings was causing the strange shortcuts.
For OneDrive, press Windows + R and try:
C:\Program Files\Microsoft OneDrive\onedrive.exe /reset
If that gives the same error, try:
C:\Program Files (x86)\Microsoft OneDrive\onedrive.exe /reset
Then restart the PC and install the latest OneDrive again from Microsoft’s OneDrive download page. It is also recommended that you open %localappdata%\Microsoft\OneDrive\settings and delete PreSignInSettingsConfig.json, then sign in again.
If even a clean Windows reinstall did not fix the keyboard behavior, I would strongly suspect a stuck/faulty keyboard or a keyboard shortcut utility, not OneDrive itself.
