This behavior in the New Outlook usually happens because of a sync bug or because the language preference is controlled by Windows or your Microsoft account, not just by the local app settings.
- Set Russian as the default in Windows 11 *Go to Settings > Time & language > Language & region. *Make sure Russian is added as a preferred language and set as the Windows display language. *Restart your PC. Outlook often inherits the system display language.
- Force the language in Outlook Web (OWA) *Sign in at Outlook on the Web. *Go to Settings > Language and time. *Set Russian as your primary language. *Since the New Outlook syncs preferences from your Exchange/Microsoft account, this change may carry over to the desktop app.
- Check your Office account language settings *Open any Office app (Word, Excel, etc.). *Go to File > Options > Language. *Set Russian as both the display language and help language. *Sign out and back into your Microsoft account.
- Clear New Outlook’s settings cache
- Close Outlook.
