MySQL server won't start in Azure

Problem: Azure Database for MySQL Flexible Server cannot start

Server Details:

• Name: az-rc-dbs-main-stage
• Resource Group: EAST-US-RC-STAGE
• Location: East US
• SKU: Standard_B4ms (Burstable tier)
• Availability Zone: 1

Issue:

Server has been in "Stopped" state since this morning. Multiple restart attempts fail with error:

• Error Code: ResourceOperationFailure
• Message: "Cannot do operation 'Restart', since server is busy with other operations in 'Stopped' state"

What I tried:

1. Restart via Azure Portal - failed
2. az mysql flexible-server restart - failed
3. az mysql flexible-server start - failed
4. All attempts return the same ResourceOperationFailure error

Environment:

• Server was working fine until today morning
• No configuration changes were made
• Other MySQL servers in the same resource group work fine

Question:

How can I resolve this issue and get the MySQL server started? Is there a way to clear stuck operations or reset the server state?
