Can't create SNI SSL certificate for subdomain

domain is validated, but when creating certificate with Add binding it returns error
Successfully create App Service Managed Certificate, but failed to configure SSL binding for ..com due to error: Parameter Thumbprint is null or empty.
as result no binding avialable, tried many times 2 days, waited after create attempt any time, but certificate is not available, also tried to create Managed certificate from Cetrificates page, it is written that created, but not shown in list
