The error code 46 indicates a fatal alert from the remote endpoint, which is related to TLS settings. Ensure that both the Windows Admin Center and the virtual machine are configured to use compatible TLS versions. Try check TLS settings in registry path, if the necessary TLS versions (e.g., TLS 1.2 or TLS 1.3) are enabled on both the client and server sides: HKLM\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols
Check the version of Windows Admin Center, check virtual machine's operating system and configuration are compatible with Windows Admin Center, check necessary ports are open and that there are no network restrictions.
