Gets an object representing a BillingPropertyResource along with the instance operations that can be performed on it but with no data. You can use CreateResourceIdentifier(String) to create a BillingPropertyResource ResourceIdentifier from its components. MockingTo mock this method, please mock GetBillingPropertyResource(ResourceIdentifier) instead.
