Hi,
Please follow the steps below to achieve the goal:
1. Create a shortcut for OneNote on your desktop. (Right-click on desktop > New > Shortcut > Browse to OneNote.exe)
2. Open OneNote and change to the specific page that you want to set as the default opening view.
3. On the right-side pane (page lists), right-click the specific page and select Copy Link to Page.
4. In a blank OneNote page or a Word document, press Ctrl + V to paste the copied link.
5. Right-click the hyperlink you just pasted and select Edit Link. Copy the address showing in the Address field.
6. Go to desktop and right-click the OneNote shortcut, select Properties.
7. Under Shortcut tab, in the Target field, add a space character and /hyperlink behind the default path, and then press Ctrl + V to paste the copied OneNote page link at the end.
8. Click OK. Now when we double-click the OneNote shortcut from desktop, it will open to the default page you set.
Hope this helps.

Steve Fan

It's recommended to download and install Configuration Analyzer Tool (OffCAT), which is developed by Microsoft Support teams. Once the tool is installed, you can run it at any time to scan for hundreds of known issues in Office programs.

Although this works, OneNote 2016 now throws a warning about the dangers of hyperlinks every time the app starts with this icon. Is there a way to whitelist a hyperlink?
TIA,
