Hi,

I’m afraid that it could not be activated. If you have purchased a VL key, you could activate it directly with VL ISO. But OEM key needs OEM media. OEM and Volume Licenses are completely separate. In order for the system not to go wrong, the best way is to use the OEM media to reinstall.

OEM is tied to the hardware of the machine that it is originally installed on. It can’t be transferred and lives and dies with that machine.

Volume Licensing is managed through the Microsoft Volume License Service Center. It contains all the licensing information and download links directly through the Portal and licensing can be uninstalled and moved to different hardware if it’s needed.

Meanwhile based on my search, if you have purchased a VL key, it seems to be able to complete the conversion. But if we have no VL license, it could not work.
