Windows 10 in workgroup
Ver 1803
Can access Task manager
Can access msconfig using task manager
Can access regedit
can access event viewer
sfc /scannow shows Windows Resource Protection did not find any integrity violations
Ran DISM.exe /Online /Cleanup-image /Scanhealth No component store corruption detected. The operation completed successfully.
Cannot start ms-settings: class not registered
cannot use windows explorer explorer.exe Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.
Also 2nd error C:\users\user1\appdata\roaming\microsoft\internet explorer\quick launch\user pinned\taskbar\.
This files does not have an app associated with it for performing this action. Please install an app or, if one is already installed, create an association in the Default Apps Settings page.

Hi,
Open Task Manager –> Details, find explorer.exe, right click it and select Properties -> Security -> Advanced
Default permission should list as below:
Manually change the file permission if necessary, then, disable explorer.exe via Task Manager, then, re-start it to check the result.
>C:\users\user1\appdata\roaming\microsoft\internet explorer\quick launch\user pinned\taskbar\.
Based on the information, it is a roaming user profile location. I want to confirm with you if your current log on user credential is a domain roaming profile? Or anything else?
Please open Registry Editor, navigate to below location:
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
On right window, please make sure there is a registry entry named as Shell with value explorer.exe.

How do I enable explorer in taskmanager?
Removed explorer.exe in details and reenabled.
removed Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon and reinput key shell with explorer.exe
How do get to settings to enable windows repair if windows explorer is disabled?
used msconfig via task manager and running tools, system restore. Will let you know if fixes before system was broken. system restore did not go back far enough. Went to 2/25/19
