The computer is using UEFI / GPT.
The computer boots without any problems.
The computer failed Windows upgrade with setupdiag displaying: System Boot Failure
Booting to windows RE on a windows 10 iso 1909 displayed:

when the recovery partition is empty (RAW), it is no wonder you can only boot into recovery mode with an external drive.
"The computer is using UEFI / GPT" but then you use "bootrec /fixmbr"?!
Either you use GPT or MBR, so what are you trying to achieve?
I wonder what else you tried? The recovery partition is certainly not cleaned by a Windows update.
you could try a repair install, or restore the last backup.

The computer boots normally.
See opening post (second sentence).
The computer was upgraded from 1703 to 1909.
It had black screens after logon with personal settings (not responding) and Windows explorer not responding.
Many troubleshooting steps were performed.
There used to be an automatic 30 day period for rollback and it is now 10 days.
A rollback was performed.
Setupdiag was ran and displayed: System Boot Failure
So bootrec commands were ran.
Two of them displayed: Element not found
What is the meaning of Element not found?
And how is it troubleshooted?

The error ‘Element not found’ is often caused by inactive system partition or if the EFI partition is not assigned a letter.
Try to: Boot system to WinRE via your installation media.
Set the System Partition to Active
Assigning Drive letter to EFI Partition

For this problem a second EFI partition was created to the right of C:
The first EFI partition on the left of C: was formatted.
The EFI partition was then created.
The second EFI partition was then removed.
