I can't download this file from Microsoft website? Where else can I get it? Thanks.

Welcome to the MSDN forum.
It looks like the download resource of the VB6cli.exe is unavailable now, I have searched around and find the only download resource from here: https://support.microsoft.com/EN-US/kb/194751, but when I try to download it, it displays couldn’t be downloaded, since its release date is Oct-26-1998, which is really old and out of the support scope, I’m sorry for this inconvenient.
BTW, VB6Cli.exe is a utility that is designed to fix design-time license problems with ActiveX Controls that ship with Microsoft Visual Basic 6.0. Since it is shipped with the Visual Basic 6.0, after you successfully installed the Visual Basic 6.0, you should get the VB6Cli.exe.
