Hi,
There are some reasons why the “Open with Access” button is not enabled:
a. Microsoft Access 2013 application is not installed in the client computer.
b. Microsoft Access 2013 application is installed on the client computer, but ActiveX control (OWSSUPP.dll) is disabled.
c. User doesn't have enough permission to perform modification to the list.
If the issue still occurs, please try to repair your Office and add SharePoint site to trusted sites. And provide the version of your Office and browser.

Hi Shelly,
I am using office 365 SharePoint online. I can able to view the 'open with access' link in Internet explorer, but not in other browsers.
Thanks.
