Hi supportsib,
>> Yourcomputer has detected that the IP address 0.0.0.0 for the Network Card with network address 0xD9DCC91F41ED is already in use on the network. Your computer will automatically attempt to obtain a different address.
If the switch sends out an ARP Probe for the client while the Microsoft Windows PC is in its duplicate-address detection phase, then Microsoft Windows detects the probe as a duplicate IP address and presents a message that a duplicate IP address was found on the network for 0.0.0.0.

Hi supportsib,
>> Could you explain how does it happening
Cisco sends an arp packet with 0.0.0.0 periodicially to match IP addresses with MAC addresses for IP Devie Tracking. If you are renewing an IP and it reverts the IP to 0.0.0.0, the message appears.
You could try to disable the Gratuitous ARP function by the follow link:
https://support.microsoft.com/en-us/help/219374/how-to-disable-the-gratuitous-arp-function
Based on my research, the issue is caused by Cisco sends the packet of Gratuitous ARP. You could contact Cisco for more tech-support.
