Hi,
What's your detailed Outlook 2016 version number? You can go to File > Office Account to collect the detailed Office product information and version number. Click About Outlook to view the detailed Outlook 2016 version.
The @mention feature is introduced after Office 365 ProPlus Current Channel version 1609 (Build 7369.2024) and Office 2016 Deferred Channel Version 1609 (Build 7369.2118).
In your scenario, please make sure you have installed the latest updates for your Outlook 2016. You can click File > Office Account > Update Options > Update Now.
Best Regards,
Winnie Liang

Hi,
Have you updated your Office 2016 and tested for the @mentions features in Outlook 2016?
Based on my knowledge, the @mentions feature is not available in OWA 2016 currently. It is supported in Outlook on the Web for Office 365 (Exchange Online) and the web page for Outlook.com.
Anything unclear about this feature, feel free to let us know :)
Best Regards,
Winnie Liang

I am not sure when the @mentions feature would be available in OWA 2016. I suggest you can follow up the Exchange Team Blog for the feature updates in Exchange and OWA:

mine is 16.0.4266.1001
which update should I do?
I mean there any SP I could install?
or Should I download all From the start?
Tuesday, July 25, 2017 2:11 AM
Hi,
For version 16.0.4266.1001, it is the Office 2016 MSI version not click-to-run.
The @mentions feature is not supported in MSI version (Volume License version). If you want to replace your MSI version with click-to-run version Office 2016, you can purchase the Office 356 ProPlus application:

Currently, I am not sure the exact date when the Office 2016 SP1 would be released. Personal suggestion, please follow the article below to always keep your Office applications with the latest updates:
https://support.office.com/en-us/article/Office-Updates-a118ec61-f007-492f-bfa5-5a6f764d5471
Maybe some new features which are supported in click-to-run version would be added for MSI version in the future updates.
