Hello.

Windows 10 1903 Update contains information about the symptoms that 0xa0000400 Error occurs:

I'd like to know what caused the error or if there's a workaround.

There is no particular cause that has been found for this issue.

There are several workarounds:

1.Disk Cleanup

2.You may download Windows 10 1903 ISO and use that for updating your system

3. Try

4. Get a newer version of Media Creation tool.

Hi,

Some people may encounter an error code 0xa0000400. There is no particular cause that has been found for this issue. There was a problem with the installation process at the time of the update. While upgrading to any version of Windows 10 using the Windows 10 Upgrade Assistant or Windows 10 Media Creation Tool,

Use Windows 10 Update Assistant

If the updates don’t work from the PC itself, you might consider using the Windows 10 Update Assistant to upgrade.
