Settings menu slow to load

I just got a new i7 Surface Laptop and imaged it with MDT at work using our Enterprise version of the Anniversary Update. The first thing I did was to run all the updates which upgraded me to the Creators update. I now notice, not sure when it started, that the Settings app takes an unusual amount of time to load up. It sits at the blue screen with the gear on it for a solid 25 seconds. I mainly notice it when I goto Personalize (right-click the desktop and choose Personalize). When it opens if I close it and try to open it again it opens up fine. If I wait a bit it delays again. I have noticed some of the other "Settings" pages doing the same thing. Other than that, everything seems to run fine. I have already re-imaged it again trying to find out when it started. I already had the Creators update on it at work and tested the problem and the page loaded right up. I brought it home tonight and started downloading my OneDrive files and checking for more update and just noticed it doing it again. At this moment I do have an update that is stuck at 2% downloading and has been that way for a while. Could that cause the Settings to run slow, everything else seems fine.

Curious if anyone else had this issue. Googling didn't seem to give me this exact problem.

Just to follow up in case it helps anyone else. The problem fixed itself after a few reboots, honestly I have no idea what fixed it but its working fine now.

Would love to give you an answer but it fixed itself after a few reboots. I didn't do anything special, sorry.
