Hello all,
I've been struggling with this problem for a while now. When I try to install visual studio via vs_community.exe, the installer always returns the error "Unable to download the installation files".
The relevant logs are here:

What's strange is that I can manually download the installer if I navigate to https://aka.ms/vs/15/release/installer from chrome. So I added it to the --OfflineFilePath argument. The result is the same error with this log:

I'm currently traveling so I don't have control over proxy settings where I am, so hopefully that isn't the issue. But I've connected to 3 or 4 different WiFi spots around the city and all of them produce the same error. And, of course, if I can't download the installation files then I can't even manage an offline installation, which means I can't manually install and download the certificates (unless there's a way to download those the same way that I downloaded the installation files).
Any help would be appreciated!

According to the error message, it is caused by proxy setting limit that remote server can't connect well.
For the latest documentation on Visual Studio 2017, see Proxy Authorization Required on docs.microsoft.com. This error generally occurs when users are connected to Visual Studio Online through a proxy server, and the proxy server blocks the calls. Visual Studio Online is used to keep the user signed in to the IDE.
Please have a try to whitelist the following list to unblock all sign-in scenarios in Visual Studio:
◦*.windows.net
◦*.microsoftonline.com
◦*.visualstudio.com
◦*.microsoft.com
◦*.live.com
Then try the following Ping, to check if you could connect to the download server:
The above shows that the network is well-connected, or if it shows any time out error message, it means that the your network can't connect to the resource server, in this situation, how about finding another machine without any proxy setting, refer to Create an offline installer for Visual Studio 2017 to make an offline installer with full resource, copy the files to your computer and perform a VS 2017 installation then.
