windows 10 file explorer will not maximize and can not use

Windows 10 "File explorer" not working correctly. If one clicks on it, a small picture emerges which will not maximize; and one can not use the "file explorer". An X will appear on the right-hand side and one may close the "file explorer". How to fix?

Apparently, the user's PC thought he had two monitors hooked up. Changed that and file explorer now working. (Wonder how the user managed to set-up an extra monitor without knowing it?)

Can you post a screenshot for this ? 
Also, can you check in safe mode if this happens

Perhaps it is being displayed off screen. Hold shift and right click the Explorer icon (when it is open), choose Move. Press an arrow key. The move the mouse or use arrow keys, can you get into view to use?
