Hi,
No built-in group policy settings for this purpose. But we have a registry key, which can be used to force Outlook to use the local Windows Search Index instead of sending the Search query to Exchange.
So a workaround here is to deploy this specific registry key via "Group Policy Preference", to switch back to Windows Search Index:
Key: HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook\Search
Or
HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\16.0\Outlook\Search
Value name: DisableServerAssistedSearch
Value type: REG_DWORD
Value: 1
Read more on how to create registry key via Group Policy Preference:

Hope this helps.
