Edit edit unattend.xml fails, Unable to generate catalog

We deploy W10 LTSB 2016 to our students. After successfully deploying the image through MDT, the process began to fail with new images with MDT unable to edit the unattend.xml file and reporting that it could not create (or access) the catalogue file for captured images. So  i rebuild my server and MDT. Still unable to edit Unattend.xml. I get the message Non-zero return code from catalog utility, rc = 2002

Here are the steps I took to rebuild MDT and capture a reference image.

Rebuilt MDT server on Server 2016 platform.

Installed ADK for w10 v1809 and WinPE for ADK v1809.

Installed MDT 8456. I added W10 LTSB 2016 x64 OS to the Deployment share.

I installed and patched a W10 LTSB 2016 x64 on a laptop and captured the image.

I imported the captured OS image into the DeploymentShare OS folder and created a Task Sequence using this captured image.

When I try to edit the unattend.xml file, it fails with the following message

ERROR: Unable to generate catalog on D:\W10Deploy\Operating Systems\190524-W10LTSB2016v1\190524W10LTSB2016v1.wim: System.ComponentModel.Win32Exception (0x80004005): Access is denied
   at Microsoft.ComponentStudio.ComponentPlatformInterface.WimImageInfo.PreCreateCatalog()
   at Microsoft.ComponentStudio.ComponentPlatformInterface.OfflineImageInfo.CreateCatalog()
   at Microsoft.BDD.Catalog.Program.DoCatalog()

Hi,

Make sure the Windows base-image file (\Sources\Install.wim) is in a folder that has read-write privileges.
