Starting today, every time I try to start Visual Studio Community 2015 it reports that my license has gone stale. Attempts to check for an updated license fail with the message "We could not download a license. Please check your network connection or proxy settings." There are no issues with my network.
I've tried re-installing Visual Studio, as well as signing out and signing back in.

So the solution that apparently has worked for me, in case others encounter this problem was to sign-out of Visual Studio, remove all accounts and not sign back in. Visual Studio would start up fine.

According to the error message ‘We could not download a license. Please check your network connection or proxy settings’, please have a look at the following to troubleshot this issue:
1. Check whether you’re behind a proxy server or firewall: If you're not sure, ask your administrator. If you're behind a proxy server, you may have to change the proxy settings for Windows HTTP clients or disable the firewall to try it again.
2. Please confirm the common settings for IE browser as below:
- Update IE to IE11
- Setting IE11 as the default browser and clear up the browsing history of IE
- Add the following sites to your IE trusted site: IE—Internet Options—Security—Trusted Sites
https://app.vssps.visualstudio.com/profile/view
https://login.microsoftonline.com
3. Confirm your Microsoft account is valid, and have a VS page, ensure you are enroll for ‘Visual Studio Dev Essentials’ like the following screenshot (vs right upper corner-click your name-account setting…-manage visual studio profile and login in with your Microsoft account), please have a look at this similar issue: https://social.msdn.microsoft.com/Forums/vstudio/en-US/d2339191-512e-4788-8631-18883397bee4/vs2015-community-we-could-not-download-a-license?forum=visualstudiogeneral
4. Create a new Microsoft account to sign in: please navigate to https://account.microsoft.com/about and create a new account then use it to sign in VS, if this issue still occurs, that means it not related with the account.
5. Please run the VS with the safe mode, and see if this issue happens or not. Please open an administrative CMD window and navigate to C:\Program Files (x86)\Microsoft Visual Studio 14.0\Common7\IDE and run these commands: devenv.exe /safemode
