I have a ASUS laptop that having high CPU usage on system interrupt problem that some people also have experienced. But I have dig out more details that I haven't found any one asked before. Details:
1. when boot in windows 10 normal mode. CPU0 is busy on system interrupt. the overall cpu usage on system interrupt alone is 15%~19%.
2. when disabled cpu0 driver in device manager (can't disable cpu device driver in normal mode, have to boot into safe mode, disable from there), the cpu0 usage drop to close normal but still slightly higher than others. overall cpu usage on system interrupt alone is 3%~5% when laptop is idle. but it will go up when laptop is busy (can up to more than 20%, it look like proportional to cpu task, I am not sure)
3. boot into safe mode, the system interrupt usage maintain at 3%~5% (cpu driver is not loaded in safe mode, this is how I figure out to disable cpu driver for normal mode)
4. boot into windows 7, (I have made windows 7 full back up when I upgrade to windows 10), no matter in normal node or safe mode, cpu1 always busy on system interrupt.
So, what is going on? Is win7 or win10 lied? What does processor driver do?

so both Windows 7 and Windows 10 have the same problem?
Did you perhaps add an additional drive in a caddy to your laptop?

Hello,
Try to identify the process creating this issue.
Download Process Explorer from Microsoft:
https://docs.microsoft.com/en-us/sysinternals/downloads/process-explorer
Run the tool then select the system process, right-click and select Properties.
Switch to the Threads tab. This will show which file is using the excessive CPU usage, from which you can then attempt to diagnose it.

1. Based on your description, do you mean CPU of system interrupt is only up to 20% which is highest?

2. If CPU is normal in safe mode, Have you tried clean boot?
