You will not be able to get the DHCP module to work on an operating system other than Windows 8, 8.1, or Server 2012, 2012 R2. While you can get PowerShell version 4.0 to install and run on 2008 R2, the underlying operating system will not allow for the DHCP module to load, run, etc.

Use "NETSH DHCP" it has all of the commands that you need to manage a DHCP server.
