This has been an intermittant problem and the spreadsheet can be copied and pasted over to another blank sheet, if not too humongous and sometimes you have to paste the values and formatting separately but it is a pain. This has occurred with both filters on a single column as well as having filters on all of the columns on the entire sheet. The filters are cleared and then you can no longer 'scroll' or move within the page but not all the time just occasionally when you least expect it.
Also why is it that sometimes when I put a formula into a cell it will not calculate but instead just 'shows' me the formula when that is not the option that I have selected. If I copy down and then do the formula check I get the answer that there is a constant in my formula since it does not increment the formula into the next cell in the series BUT if I make a copy of a cell from another column where formulas are working just fine and dandy I can re-configure the formula for my new needs and it will then calculate and fill the series with incremental formulas as it should. What gives?

a) Could you reproduce the scolling issue in another new created worksheet?
And could you please tell us the detail steps to reproduce it?
b) Could you please tell me which formula you are using? I'd like to check it.

I have a spreadsheet that I could attach as an example but an not too sure where to do so?? Since I am not entering any particular formulas but rather it is a selection of the entire sheet and that is when the removal of the filters seems to be 'causing' the error to occur that I can't just show you a certain formula. I just tried to duplicate it on this same sheet and while the first corrupt sheet still mis-behaves it still allows me to copy/paste it into another sheet and recreate it/re-format it back into how I just had it as long as I don't just make a copy of the sheet but rather copy over the 'values' and number formats and then do a paste special on the sheets formatting. I work for a major state agency so would think that we are somewhat up to snuff on updates but I did also have this problem with and know of some other staff here that have had the same problem. I have a spreadsheet with multiple columns and rows that I need to to filter and sort in various ways. I select the entire sheet and apply a filter to all of the columns and then sort them as needed. I then hide the unneeded columns and set up the filters to evaluate the data and make changes where needed. I them change the filter either to another type or to another column and repeat the process. After I am finished filtering I would select everything and then remove all of the filters to perhaps get rid of some unneeded columns or rows and make the sheet smaller before making a pivot table or using the data for something else such as GIS. Sometime, but not all of the time, after removing all of the filters suddenly the scrolling function no longer operates.

Apparently, for some reason all lines in the screen are frozen after unapplying the filtering.
Simply pressing "View > Freeze panes > Unfreeze panes" has solved the problem.

I had this problem as well, but solved it, thanks to this website:
Apparently, for some reason all lines in the screen are frozen after unapplying the filtering.
Simply pressing "View > Freeze panes > Unfreeze panes" has solved the problem.
