What version of Hyper-V are you using? Both on destination and source host? Make sure you are using the same VM Generation. Also what Guest OS is installed inside your VM?

someone told me to try new instead of quick create, and then choose gen 1 instead of gen 2 (i don't think quick create allowed a choice) and it works now

Moving forward if you intend to upgrade past 2008 R2, you'll want to upgrade to 2012 first, convert the VM to gen2, then you can upgrade to 2012 R2, 2016 or 2019 with confidence all future features will work. Leaving 2016 at Gen1 is not a good idea as it introduces security risks.
